In line with the vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum, UAE Vice President, Prime Minister and Ruler of Dubai, and in implementation of the permanent directives of His Highness to continue to improve the system of government action to reach better levels of efficiency within the various sectors in order to achieve clients’ comfort and satisfaction, Dubai Crown Prince and Chairman of Dubai Executive Council Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, launched, on April 10, 2014, the " Dubai Government towards 2021" initiative, on the sidelines of the first day of the "Government Summit 2014." The initiative, the first of its kind in the world and comprehensive in its content in terms of ingredients and success, came as a manifestation of the vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum on "The Future Government". Sheikh Hamdan affirmed that this initiative will consolidate the emirate's position as a destination for the world to come and learn from its government experience, expressing his full confidence in the ability of citizens to put this initiative into effect, and appealing to all Dubai Government departments, institutions and bodies as well as all their employees to show maximum integration and cooperation for the success of the initiative's goals, as this has a positive impact on the community and the achievement of its well-being and happiness of its members. The initiative aims to bring about a real revolution in the concept of public service making the client feel that he is already the focus of the service, and meeting his expectations is extremely the government apparatus’ end. It also aims to achieve perfect integration and harmony in the roles among departments and agencies to provide a single interface, unified identification, one telephone number, one place and one employee that enables the client to have access to government services in an effective, easy and fast manner, taking into account the building relevant components of the work of government, bearing in mind the perspective of clients of the government on the grounds that it is “one apparatus “delivering an integrated service. One of the main principles underlying the initiative is setting a new framework for the relationship between clients and the government that is typical to the method followed by the private sector major institutions in their dealings with their outstanding clients, and the transition from the concept of "speed" in the service delivery to the concept of "instant service" by the year 2021, through the employment of the most efficient staffing levels of technology. It is expected that all steps set forth in this initiative, including the outputs and achievements, will be completed within the time frame specified for the initiative, which runs until 2021.
